Safety on our lake

I am very disturbed by the Presidents column on the boating accident on our lake.  It is ridiculous that the pontoon drivers who were doing everything they were supposed to do for safety suffered a heavy penalty on a ridiculous technicality.  Clearly, they do understand the rules (which is, of course, the reason for the government licence) and, clearly, the driver of the overtaking boat does not.  The whole point of requiring the licence was just negated for me by this application.

If laws are created for a reason (ie: safety) then that must be a consideration in any charges rather than a knee jerk application of the rules without the benefit of common sense.
